Avoid scanning SCM directories like .git and .repo

Currently, we process and scan such directories. We need to find a way to avoid doing so. This may be by modifying nomos, or by not importing them in the first place. The last resort is a preprocessing step before we start using Fossology at all.

Avoid scanning binary files

Currently, nomos scans binary files. That doesn't make sense. The MIME type is known, so avoiding that should be possible.
