Extend Liquicomun archives for main versions

Main Liquicomun archive versions must be added as ESIOS resource:

• A1
• A2
• C2
  ...

Each version must be validated before the download to ensure match with the expected valid ranges.

I.e A1 date range must be inside the current month, A2 just for the past (-1) month, A3 month -4, ...

La nueva cabecera x-api-key: xxxxxxxxxx

El interfaz de todas las operaciones del api se mantendrá sin modificaciones, únicamente se produce un cambio en la cabecera donde se indica el token de acceso a la hora de realizar las llamadas al API.

Actualmente el token de acceso al API se incluye en la siguiente cabecera:

Authorization: Token token"xxxxxxxxxx"

La nueva cabecera a utilizar es la siguiente:
x-api-key: xxxxxxxxxx

It implies that if this last version do not contain a concrete file (i.e. Sperd_$SUBSYSTEM) it can never be reached.

Modify it to be able to download the next (n) available file instead to hardcode the first

Python3.6 support must be provided.

Lack of Perd files for some liquicomun versions

Some liquicomun versions don't contain the expected _perd files. The identified troubled files:

• C4
• A6
• C5

Tested over the 2012-2017 liquicomun at the ESIOS API. Just one of the reviewed zips have Perd* files.
