Detect consecutive semicolons
Programmers sometimes put two consecutive semicolons, e.g. auto x = 100;;. This can be hard to detect manually, but should be easy enough for dfmt.
Somewhere near the beginning of the formatStep() function, we could use currentIs(semicolon) && peekBackIs(semicolon) and if it matches simply ignore the current token and continue.
