Retire the use of template clients

The installer currently uses Globus Auth template clients in order to generate new Globus Auth client IDs and secrets on the fly. There's a bit of controversy around that decision since there's no way for an endpoint admin to claim ownership over the Auth client and so there's not tracking and no chance to prove ownership (if such a case arises).

Perhaps in the future, Globus Auth will support a similar API which allows the user to obtain an id/secret pair associated with a specific project and not just a template client.

Add support for GCSv5.4

With GCSv5.4 about to be released, we need to add support for its installation. It's not clear yet if we need to continue to support installation of GCSv5.3 but we probably should unless it imposes too much additional effort.
