I don't think this is a deploy-appengine issue. If you're GitHub secret is multiple lines, I believe it's injected as-is, meaning it looks like this:

I added a test in google-github-actions/actions-utils#56 that shows the KV parsing does properly handle a K=V string that contains a certificate.
