Decide on whether to move to core elements?

Will <polymer-signals> be getting moved to core? It seems like something that gets used enough that it might be worth officially supporting beyond labs.

We currently use it in some of our Google Web Component elements.

runtimer error upon loading polymer-signals

While including polymer-signals I now get an error:
Uncaught TypeError: Cannot call method 'push' of undefined

It does not happen if I move

  // private shared database
    var signals = [];

before the call to Polymer('polymer-signals')

I am on a recent version ("version": "0.1.1") and run with Native Client flag set to active
