Hi! Same problem. I can't figure out how to enable the plugin.
server.log:
[OTXLookupProvider] OTX domain lookup requested but OTX is not enabled in configuration. Please enable it first.
The relevant options are not available in WUI System/Configurations ->Configurations

Installing from .deb package of version 0.10.0 to Graylog 2.3.0 makes this issue reappear.
Installing from .jar also does not produce any configuration options under System/Configuration.

@illukas The Threat Intelligence plugin 0.10.0 is not compatible with Graylog 2.3.x.

There is currently no version of this plugin which is compatible with Graylog 2.3.x.
The next release will be with Graylog 2.4.0.

There won't be a version for Graylog 2.3.x.
