Relay: properly relay original embeds

Currently relay just discards the original embed, only relaying the non-embedded part of the message. This is undesirable; the bot should relay the original embed along with the body.

Relay cog enhancement: automatic translation

Look into relay message autotranslation using google translate api: https://cloud.google.com/translate/docs/reference/libraries/v2/python

Each destination in the config should have a new flag: translate: [yes/no/auto]. In auto mode, use the language detection api to determine if a message should be translated.

Caveats: #3 might cause issues (translating embeds while not deconstructing them into plaintext is non-trivial).

New cog: self-serve role management

We would like to add role self-serve functionality to the bot.

• Users should be able to add and remove roles via message reacts
• A channel id is configured via the config file. The bot deletes all previous messages in the channel on startup and posts the carrier message, to which users can react.
• The relations between emoji names and group ids are defined via a config file
• The carrier message prints the relations in human-friendly way
• Upon a user reacting with the defined emoji, the bot removes their reaction, and toggles the role for the user.

Instead of supplying a logo, use server logs

Instead of supplying a url to a logo per relay via config, grab the server logo. Allow to supply a default fallback logo for cases when servers do not have a logo.

For DMs use the person's avatar instead.

This helps with clarity when one relay has multiple guilds as sources.
