Caching solution to reduce BigQuery calls

We want to reduce the number of times our API calls our DB. Create a small DB using SQLAlchemy and integrate it into our Flask app. For a good example, check the marta-map repo.

[Design] Maximum flow

Implement a Jupyter notebook that performs mximum flow and min cut the using the /streets/* and /intersections/* endpoints.

Suggest edits to our current infrastructure in such a way that reduces the number of calls on our system to perform this algorithm.

If this goes well, we should socialize our findings!
