vSphere network adapter

Hi I tried build environment, but after terraform deploying it creates virtual machines with powered off network adapter, if I manually turn on it, before terraform finish everything is fine and get Apply complete! Resources: 3 added, 0 changed, 0 destroyed.

But if I leave it alone it just creates vm-s but
`Error: timeout waiting for an available IP address

on main.tf line 41, in resource "vsphere_virtual_machine" "vm":
41: resource "vsphere_virtual_machine" "vm" {`

VM template has enable interface , and vmtools are also installed.
