Anyone can technically make these - but there's a comment when you go to make one saying not to do it, so hopefully that will be enough of a deterrent.

The only alternatives are:

1. not have a way for maintainers to bypass required fields, which is a non-starter
2. not have required fields in the main issue templates, which I think is a much worse solution
