parse_ts fails due to api changes in tzlocal

tzlocal 3.0 now returns a zoneinfo obj rather than pytz, which breaks with snaptime which tries to call normalize

we should probably either require a version prior to 3.0 or later than 4.0 (although 4.0 throws deprecation warnings)

AttributeError: 'backports.zoneinfo.ZoneInfo' object has no attribute 'normalize'

workaround: pin your tzlocal dependency to 2.1

Reimplement async search properly

Searches should be run asyncronously, or at least have the option to. The old aiohttp-implementation was mostly POC-quality stuff just to try it out. Perhaps wait for requests 3 with ETA 2020?
