提供主题和插件编译的 action
期望提供专门用于编译主题和插件的 action，提供以下功能：
- 支持 release 之后编译主题或者插件，将构建产物上传到对应 release 的 Assets 中。
- 支持对 PR 和 commit 进行编译，上传到 Artifacts。
主题构建方式：压缩 templates theme.yaml settings.yaml README.md 为 ZIP 包即可。至于是否需要预编译，放在具体主题 Action 的前置 Step 即可。
插件构建方式：./gradlew build
