Add ability to pin Council Meeting Connect term in admin

Issue:
For each Council Meeting the PFMC staff needs to associate a number of documents and posts to a particular meeting. When the staff is working to associate the meeting in the admin via Council Meeting Connect they often need to scroll to find the correct term. This has become a bit tedious for them. It takes a while for the term to become used enough to eclipse other terms in the "Most Used" tab.

Want:
PFMC staff would like for a way to pin a Council Meeting Connect term to the top in one of the Council Meeting Connect tabs in the admin. They are open to whatever approach that can make this happen.

Draggable Documents UI

In the Editor, for the Council Meeting post type, the Draggable Documents metabox needs some rearranging. It was initially created as a table so the columns are very narrow. Likely a better UI would be to have <label><input /></label> instead of a table.
