Terraform VPC (and another) module(s) revamp

During the ILT-6 infra setup, we encountered an issue creating a dedicated VPC for ILT-6. The GCP terraform module was heavily coupled with other resources like SVPC, IP Allocation, etc. This causes a problem since we cannot reuse the VPC module for ILT-6. We have 2 proposals to solve this issue:

• Rewrite VPC module (More flexibility but need more resource)
• Use a remote module that is created and maintained by the Terraform/google team (Most easiest solution but we need to learn again about each Terraform module)
