If we use MBTiles, there is a builtin legend feature on it, but it's manual.
But for the worldwide service, we will not use MBTiles, so the legend will be more a problem of the hosting site than of the rendering itself.
Maybe trying https://github.com/gravitystorm/mapnik-legendary can help.
