Process: use WIP pull requests?

Regarding the development process, its documentation and visibility, I raise the idea of using work-in-progress (WIP) pull requests.

The idea is to always have an issue filed before you start work (logical, right?), and to always have a pull request created when you branch. WIP pull requests may sound illogical, but they are practical as the status and the code of all the work in progress is visible in Github as issues and pull requests.
