Incorrect behaviour when the all ones value is zero

When the evaluation of __target at the all-ones-vector is zero, then data_fill will sometimes reject a binary matrix that would work. The problem is that the determinant of the binary matrix is both the positive and the negative of the target value, at this point it cannot be decided whether or not to switch columns to fix the sign.
