WP-CLI command to automatically clean up the jobs table

To prevent massive bloat, it would be nice to have a WP-CLI command to automatically clean up the jobs table (e.g. remove jobs older than X days old).

Zombie workers suck; Kill zombie workers

Applications with leaky code can birth zombie workers that never die. Unfortunately, we can't simply employ a garbage collection process because a job on one server could be tasked to kill a job on another server (similar #6)

Let's take a simpler approach:

• Add a started_date column to the jobs table to track when jobs are created.
• Support a maximum execution time for each job.
• Support a maximum number of jobs that each worker can pick up.
• Have an optional second WP-CLI command to be called from system cron that will perform a garbage collection process on zombies that are older than max execution time x max number of jobs.

Let's describe how to use Job Agency.

Drop-in replacement for WP-Cron

It would be neat if Job Agency could be used as a drop-in replacement for WP-Cron.

`wp job-agency check-employment` should only check valid queued jobs

We don't care about the jobs who's execution dates haven't come up.

Deprecate bash script in favor of spawning new WP-CLI processes

Rather than call a bash script which then calls WordPress, lets instead support a new WP-CLI command which will spawn workers if workers need to be spawned.

Canceling a job should also kill its process

When we cancel a job, we'll also want to kill its process.

• Log the process ID in the jobs table
• When a job is canceled, ensure the process ID is killed as well
