Add support for non-Japanese numerical configurations

UTAU is known to cut samples off prematurely under numerical configurations not using a point as decimal separator. The only remedies known are resampler.dll and disabling the batch file, thus feeding the commands directly to the resampler. resampler.dll precludes other resamplers and has unsavory volume issues while rendering without the batch file prevents global volume correction.
FastResampler should support any numerical configuration. Furthermore, it should have a function that corrects balky .bat files, thus enabling users to use EXE resamplers under said faulty configurations.
