[DEFECT] Regression tests in Devel branch are broken: Need maintenance.

Regression tests in current devel. branch (2023/8/15) are broken mainly due to gold files from different versions of Dymola runs. Gold files should be regoldened with all types of Dymola versions (2021x, 2022, and 2023x) which have been actively used among Dymola users in Idaho National Laboratory.

[DEFECT] Adjusting TEDS model to real configuration and fixing inconsistency in working fluid in control system

Glycol heat exchanger has now added a bypass line and glycol flow is constant, temperature is controlled by a 3way valve. THese changes made to be in agreement with reality,

Working fluid and related thermodynamic properties in corresponding control system were found to be referring to incorrect fluid, Dowtherm instead of T66, fixed.

[TASK] Reorganize packages and models in Devel branch

: Packages and models in NHES.Systems are not placed in consistent manner.
: Most of models do not have any explanations of models.
: Input signals and actuator signals in constrol system models are not noticeable.
: Several data packages are stored for each model.

Describe the solution you'd like
: Packages and models need to be reorganized in order to have consistency.
: Proper documentations which include clear explanations of model, reference of model, and control scheme are in need
: ControlSystem models are in need to be restructured so that input signals and actuator signals become noticeable.
: "Initial data package" and "Boundary condition data package" need to be integrated.

[Task] Three-Stage Turbine BOP Model development for Thermal Extraction Delivery

Is your feature request related to a problem? Please describe.
: HYBRID modeling has already implemented some capabilities to thermally integrate Rankine-cycle based systems with outside heat users via complete steam bypass of electrical conversion systems. To analyze additional steam extraction points within Rankine cycle systems, enhancements will be needed within the HYBRID modeling repository.

Describe the solution you'd like
: On top of the two-stage turbine BOP model, three-stage turbine BOP model which could be coupled with advanced reactor models needs to be developed.

[DEFECT] The documentation for SQA does not build

The documentation for SQA does not build if "make_docs.sh" is used.
Requirement file is missing.

[DEFECT] Minor bugs are found in models in BalanceOfPlant

Issue1:
In NHES/Systems/BalanceOfPlant/RankineCycle/Models, a couple of models are found with "not properly linked" components.

Issue2:
a folder name of Nonlinear breaker is misspelled.
