Meeting other civ that is better does not mean automatically a strategy reversal. Strategy is based on scoring. Each strat is scored according to situation. If there is a better civ, then a malus is applied but even with the malus this strat still can be the best one.
HOWEVER.
I agree that in early eras AIs should focus on generic development. But this is what supporting strats are for.
Also, MAYBE the "strength" of the victory strat could be implemented. Like, in the early eras focus would be "lighter" and later much "stronger".
