Problems with 1.18.2

Server information

Server version:  paper-1.18.2-268.jar
Plugin version: 1.2.3

Describe the bug
The plugin was working fine in 1.18.1. Since 1.18.2, /lighttool doesn't work anymore and right clicking a light block in your inventory doesn't open the GUI to change the light value. I attached a file with the server log.

Add a way to place light

Add a button to place light, so instead of having light and this tool you only get 1 item, so easier.
and for example it would cost X$ per light, and it you break the light it gives you the money back

(and bonus : if a player get a permission, he can place light without paying, so ranked people can get them for free)

Add config option, so that only the player using the Light Block Tool can see particles

When a player uses the Light Block Tool, every player around him can see the particles. It would be great to have a config option, so that only the player who uses the tool can see the particles.

Something unrelated: I was wondering why the file size is 1.8 MB. This seems very large compared to other plugins and maybe there is a way for you to reduce the size.

Inspect permission broken?

Players can use the inspect function of the light tool without having the permission lightblockz.inspect. I even tried setting the permission to false, but they could still use the tool. The permission only changed the behaviour of the command.

Also, I think it would be better to split the lightblockz.inspect permission to lightblockz.inspect.tool and lightblockz.inspect.command to make the permission more flexible

Add translateable locale file

I would like to translate the item lore to german for my server, but (I think) there is currently no way to do it easily.
