Improve setup documentation

Expand on environment variables requirements and default values.

Reenable Rubocop on Circle CI

I recently discovered that we had an incorrect Rubocop config, and a lot of checks were ignored. Now that is fixed, +300 violations were arose.

So, I disabled it temporarily in order to not block current work. This issue is just a reminder for us to enable it again and fix the violations.

Test instructions seem incorrect

README suggests bundle exec rake test but executes no tests; same reult for bundle exec rails test in master

WTF

I'm trying to run the app clean, because I lost something in how I was configuring it, and now I'm lost in terms of infrastructure again. It's probably a setup thing I'm missing - probably something super-simple - but I'm not seeing it. The output of docker-compose up is attached (was initially run with docker-compose up --build as the README specifies.)

It would be awesome if we could query unrelated batches to the completion we received. It would be useful for those consume completions.
