Data after 2018 not returned by get_agency_crime()

get_agency_crime() has 2018 hard coded as the latest year to get crime data, even though the API contains data for later years:

It may be better to either have the end year be most recent completed year (which the API seems to accept even if there is no data for it) or to allow or to allow the start and end year to be user specified.
