target blip bug and some improvements

Bugs: Sometimes the marker setting function stops working and does not set a new marker on the map. Also sometimes the plugin stops looking for a route. The sequence of actions causes this bug is not yet defined.
Improvements:
External configuration file for setting colors, transparency and thickness of the route line.
Add trigger when a checkpoint (red circle) will appear on the radar.
Because in sa-mp only one checkpoint at a time can be on the radar and it is used to denote the end of the route in the server gps commands

is it possible to automaticly show a path to checkpoints and not only to destination markers?
