MacOS support of ucsdpsys packages (was: libtool fails on macOS)

Hello John,

Thanks for moving Peter Miller's UCSD Pascal projects up from sourceforge. I've been trying to get the VM to compile, but of course it won't without libexplain, which is too bad, since the libexplain dependency looks like it goes back to version v0.5, which I can't find. I was thinking about the idea of moving backwards to v0.5 without the configure nor libexplain dependencies, then adding the later VM bug fixes separately.

I have UC Pascal (for apple II) v1.1 running using Mario Klebsch's p-interp (of which Peter's project is based), but thought it better to use the XC and VM projects since they appear to support the UC Pascal II.0 p-machine.

I'm running Mohave, and my libtool doesn't support the --mode=compile option (nor any double-dashed options, for that matter):

Any thoughts on how this might be easily fixed? I'd tried modifying etc/howto.cook but that didn't change anything after another ./configure.
