Make the version scheme configurable

Allow to select which versions to verify: major, minor, patch.

Clarify the goal of the action in the readme

There are a lot of SemVer actions already in the makertplace and it took me a while to figure out what the intent of this action is. Maybe clarify this in the readme?

Something like this:

This action will help you follow SemVer properly, by checking if your version updates are propagated to for example the major version. For example, SemVer indicates that when you release version v1.4.27, you also update v1.4, as well as v1 / v1.4.0 / v1.0.0. All releases/tags should point to the same commit. That way the user will always get the latest 'v1' when they use that release/tag.
