Threats spotlight: add interactive lat/long edit

Idea: add a button next to the lat/long labelled "pick position," that when clicked closes the dialog and changes the cursor to cross-hairs, then after right-click on a spot, reopens the dialog with the new coordinates replacing the old ones.

Flag fires as forest/non forest (is forest if forest area>5%)

Should be able to use forestland data and turf intersect

HOWL update mode with github user/password will be deprecated

Switch to using personal access token (PAT) instead

Now, we can query on-the-fly (i.e,. no need to download & process data)
