Reset crisper option --script-in-head=true

We neesed to set crisper option --script-in-head=false because true caused load problems as Polymer is not loaded
by the time the elements are loaded. However, this is not great for performance.

Add links to papers back

add a command line for changing the default location of templates/ directory

Adding a --templates-dir flag would let one to tell the go binary where to look for the templates/ directory. Otherwise, the templates/ directory needs to be placed in the same directory as the binary.

Add a generic base directory option

Per @tfarina's comment at 855fbbc#commitcomment-15495243, if you compile and then move the binary, there are a number of directories that it cannot fine. I originally thought it was just the templates directory, so I added the --templates-dir option, but @tfarina pointed out that there are several other files and directories the binary needs.

Thus, we should have a generic "config" or "resources" directory option to act as a base directory for all configuration files.

Fix website accessibility

In particular, fix the background (header) colors for contrast, and fix links to not say 'here' and have a useful description. Install the Accessibility Developer Tools to help:

Don't cache PDFs

This is probably an unnecessary waste of space on the client, so we probably shouldn't cache the PDFs. However, we should probably make a "Sorry, you're offline; there's no PDF available" page.

Rewrite publication request as a single json file

This would probably be better for performance, and overall simpler to manage. Then let the client break it up into smaller pieces.
