Check for heroku executable before trying to use it

It's possible one wont have heroku installed and that makes things choke:

Better to check for it and if it's not found, then consider that a failed check.

Is it time to deprecate this repo?

This came up in today's platform practice as an example tool for helping with secrets management for developer workflows.

But we also noted that copy_env predates our current best practices for configuring a development environment, and that use of this might encourage anti-patterns such as using staging keys or ClientApplications inappropriately.

Now that we have a replacement workflow^, maybe we could add a deprecation note and archive this repo in order to reduce ambiguity? Wdyt @jonallured
