enhancement: cp4pc install via egg (put it on pypi)

Currently, the README describes a few different ways to set up a project environment using cp4pc, none of which are particularly appetizing in general. The provide methods are as follows:

1. Place cp4pc in a directory and mutate one's global PYTHONPATH
2. On a project by project basis, find a way to incorporate cp4pc and mutate sys.path

Essentially, both these methods are fragile and do not take advantage of the facilities for package management that are an integral part of the python ecosystem. Adding a properly written setup.py and adjusting some things will greatly enhance the usability of those who are wise enough to take advantage of systems like virtualenv or buildout.

Xbee USB Error: timeout fetching DDO parameter (HV@None)

I have been running into a funny issue where my USB xbib-u-dev board seems to be singled out as the cause of this error.

I have tried this on both linux and windows to run cp4pc with the USB connector for xbee. I can only run this successfully using the serial port connector. I only have 2 types of connectors, one serial board and two USB boards. Each works just fine with x-cut so they are all functional.

It would be cool if you guys could give me some options for debugging this. Since this project has not been active for a while a list of known good connectors to use with USB would help me out here.

rci: make starting of services optional in some way

Currently when rci/init.py is started, a bunch of stuff (servers, etc.) get started. In many cases, not all of these services are desirable or we would like to be able to start them on our own schedule. I'm not sure what the best way of doing this might be (minimally, via configuration) but feel it is important.

Also, many of those things don't really belong under rci as they are in no way related.
