Trying to use the Google Translate Service produces an exception

Trying to use the Google Translate Service produces either one of the following errors:

The remote server returned an error: (503) Server Unavailable.

• One ore more errors occurred.

An exception occurred during a WebClient request.

• One ore more errors occurred.

Failed to load a file or assembly Microsoft.VisualStudio.Shell.10.0

The Microsoft Translator Text API now uses an authentication key and not a client id.

The site at https://datamarket.azure.com/home/ indicates

DataMarket and Data Services are being retired and will stop accepting new orders after 12/31/2016. Existing subscriptions will be retired and cancelled starting 3/31/2017.

And so I can't register an application any more in order to create a new client id and secret.
