Terraform Script to deploy a DC/OS 1.9 Cluster running on CoreOS

"Deploy the Azure infrastructure and DC/OS" section of README.md is outdated

"Deploy the Azure infrastructure and DC/OS" section instructs modifying terraform/dcos/terraform.tfvars file. However, tfvars files are ignored in the project, for valid reasons: https://github.com/julienstroheker/DCOS-Azure/blob/master/.gitignore#L7

I was able to run the form with such an tfvars file (for Terraform 1.10.0):

I'm running into master provisioning issues, but that's another topic.

How should we update README.md to guide through these parameters?
