More than one fetch call inside a function call

Given that the fetch method modifies programCounter and that the order of evaluation of function arguments is undefined, we cannot have more than one fetch call inside another function call, because it is not defined which of the two will be called first (and increment programCounter before the other) and the low and high bytes of a little-endian word could be mixed up.
