Update sriov-network-operator chart with v1.1.0 release

We should upload a new chart when sriov-network-operator v1.1.0 released

Problems with ip-reconciler

Running this chart, I found out some issues:

1. Docker image: docker.io/dougbtv/whereabouts:latest (version 0.4) doesn't have support for ip-reconciler binary. In order to make it work, I had to user version 0.5.1, from there: docker.io/wjunott/whereabouts

2. clusterrole created is missing a rule for the above whereabouts version to work:

 - apiGroups:
  - whereabouts.cni.cncf.io
  resources:
  - overlappingrangeipreservations
  verbs:
  - list
  - get
  - create
  - delete
  - update
  - patch
  - watch

with these changes, I was able to have whereabouts work, and the cronjob stopping from failing because of file not found

Duplicate labels in whereabouts helm charts

While running helm template, I get duplicate value on app: whereabouts

The issue is in:

helm-charts/whereabouts/templates/_helpers.tpl

I can submit a PR to quickly remove it.

confDir cniDir binDir unused

It looks like the paths are hardcoded in the template and the values aren't used. This makes it more difficult to use in ex: k3s which uses different paths.

Install helm charts from official repo

Is there an official helm repo for k8snetworkplumbingwg from where I could download and install the multus helm chart or others?
