How does it work?

Hey!
I want to control the media state from my java application and this repo is the only thing I was able to find that does what I'm looking for.

If you can reply with a explanation of how this program works, That would be great! I can replicate it with Java.
Please point me to any resources you have on this topic if explaining takes too much of you're time.
