Add a notification when cyberq disconnects.
Currently if the app can't get an update from the cyberq a toast is displayed.
This does the user no good if they are not staring at the screen when it
disconnects. A notification should be added if the service fails to receive an
expected update. This way the user will know why the service wasn't updating.
