Change the hashref file to include the timestamp

With the release of cartage-rack 1.1, it was modified to support a two-line release_hashref of the format:

We need to support that format.

Add the ability to use and record git tags in addition to hash references

Spec files included in manifest by default

Cartage is missing #create_bundle_cache

Build fails on missing method #create_bundle_cache.

Add the ability to have per-build suffixes

Add a release_changelog file

This requires:

• a new parameter to specify the starting tag, branch, or hashref.
• generating a useful log for the tag or hashref as a common file if that new parameter has been provided.
• recording that in a configuration so that it works with cartage remote.
• including the file in the generated package.

Add a railtie to create a 'cartage:check' task and prepend it to test/spec runs.
