Pin primary document

Currently, primary document can only be accessed through ipfs.kleros.io but not through ipfs.io and thus can't be open in RealitioUI without modifying the link

Make txHash an argument when using get_proof.js

Add governance

Add governance functions that will be handled by Kleros Governor. Previously the implication was to redeploy in order to reset parameters, but with working governor we can redeploy anyway. So add it for convenience and to have an additional option

Call consumeMessageFromL2() automatically

After proof is obtained by get_proof.js the script should call consumeMessageFromL2 automatically right away, otherwise this function needs to be called manually through etherscan, which can be time-consuming.
Also note that eventData which is supplied as Home Proxy message, differs from the actual message sent by Home Proxy, thus it's better to generate it in the script. The signature of the message can be determined by the emitted event (RequestAcknowledged -> receiveArbitrationAcknowledgement(), RequestCanceled -> receiveArbitrationCancelation) and the rest of the parameters event also has.

Add and configure Bots folder similarly to other RealitioProxy repos.

Automatically link homeProxy post-deployment

After foreignProxy is deployed it needs to be automatically linked with homeProxy. Right now it's done manually through etherscan.
