Configure application skeleton

• Configure base skeleton for future application:
  ** Create correct directory structure
  ** Provide base build.sbt file
  ** Set up Idea project
  ** Configure environment, dependencies....
  ** Set up Scalatra application with Akka as async platform, ready for deploying into servlet 3.0 container

Describe User API

Implement following parts of user api:

• User active record
• User service actor
• User web controller

Implement Redis connector

Create redis connection utility to be able to use work with Redis at least at CRUD level.
We want to use Redis as session storage, as meta info storage and other business, etc.

Describe RESTFUL interface with SPAY routing
