how to edit super palettes?

is this program able to edit super sonic/tails/knuckles' palettes?

TileConfig.bin?

The Palette Editor can't open animation files with rotating palettes embedded into them (SuperSonic.bin for example)

after extract rsdk file. have a lot .bin file. how to extract it?

For some reason, GitHub reports error while trying to download either of zip archives containing binary files.

Can't convert meshes

I was trying to use the mdl2stl utility, but I keep getting error messages. First was:

    ^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^
SyntaxError: Missing parentheses in call to 'print'. Did you mean print(...)?

But of course I know python, so I fixed it. Then I encountered this error:

ModuleNotFoundError: No module named 'construct'

And I have no idea how to fix this. I assume I'd need to install a module, but which one, and how many of them? Surely this should be listed in the readme.
