Output scramble when number of records not divisible by number of columns

I have cities loaded by
@cities - City.order :name

And display them in the view with Rails FormBuilder
= f.collection_check_boxes :city_ids, InColumns.columnize(@cities, 3).flatten, :id, :name
(note: each checkbox is wrapped in a width: 33%; float: left; div)

If there is 9 city records, the output is correct:
9records

But if there is 10 records (not divisible by 3 - the number of columns) the output is scrambled
10records

Doesn't work anymore with Rails 4.1

Rails 4.1 ActiveRecord::relation is no more like Array, so it doesn't have the shift method.

If we convert to an Array with method to_a, it raises an exception saying that the object doesn't have an id parameter.
