Hmm, that looks promising. Would just need to ensure against test subprocesses attempting to bind to an ephemeral port while a binary was binding to the 'reserved' port (may have an implication for running tests in parallel).

It looks like progress is being made in the golang stdlib to support setting socket options before dial/listen, such as SO_REUSEPORT

When this is part of golang, maybe 1.11?, then it should be possible to use the same strategy as https://github.com/Yelp/ephemeral-port-reserve without introducing a Python dependency.
