that job tracks cloud-provider-gcp builds against master
it's really unfortunate for that job to fail without any way for us to fix it until 1.28 is cut. Does that mean we should make master of this repo build against master of k8s, and go ahead and create a release-1.27 branch for releases?

it is to remember that we need to adapt this when we want to move to 1.28, I don't think we can do nothing today
