Where is a list of suggestions:

Better folder organization

Since the goal of this repository is to have any kind of dev script, php, js, etc, I suggest the following folder structure:

src/Php/CodeStandards -> Everything related with this would be inside this folder, and we can remove PHP from the class/files names.

Remove code not being used

ScriptsPlugin and php-code-standards.sh are not used or can be removed.

Decouple PHPCsFixerGitHookCommand with our folder structure

Allow this command to receive an optional argument that defines the root of the git folder. This allow us to use this package in our packages where we don't have the services folder.

Update the overall readme

The root readme could just explain the goal of this repository and link to individual readmes. And for example, we would have only an individual readme for the code standards in the code standards folder. This would allow us to have smaller readmes.
