Limited to 100 users

The copilot users list API is limited to 100 users and is paginated. However, we lack the logic to iterate over all the pages. First, we need a total count, and then we need to iterate and combine the list of user data so we can iterate over it. Any large companies which use this would run into this limitation quickly.

Can test pagination by setting per_page value super low, like 4 or something. Then can make sure the logic works for many pages and concatenating the data back together.
