Doesn't combine data properly

Needs to read data from intermediary CSV files, then combine them into a new CSV that is sorted based on first column in each intermediary CSV file. For example:

data1.csv:
site code,address
abcd,123 privet drive
afgh,777 lane

data2.csv
site code,number of users
abcd,52
afgh,975

final.csv
site code,address,number of users
abcd,123 privet drive,52
afgh,777 lane,975

Avoid creating intermediary CSV files

If possible, would like to avoid creating intermediary CSV files. Would rather store information into a transient database or array, then combine that information virtually (sans files) to create the final file.
