Make script runnable in HTTPS websites

`mod_wsgi-httpd` requirement

Add mod_wsgi-httpd as a python dependency and completely remove the Apache installation in prod.

Remove ASNs and IP ranges from the settings.py file

Consuming a webserivce would be much better.
