Re publish the php library

So right now this is a private library and we cant really publish a private repo to packagist without paying for it (https://getcomposer.org/doc/articles/handling-private-packages-with-satis.md)

Use GitHub's built-in webhook functionality to automatically publish new releases of the repository to Packagist (via steps listed here: https://kevingoedecke.me/2018/08/24/update-packagist-with-github-webhooks-without-service/)

Some additional required steps:

• Create an Inspetor Packagist account (instead of using Theo's personal email)
• Fix GitHub webhook definition
• Delete existing tags (not sure if we actually want/need to)
• Standardize publication branching workflow (@pearsonhenri and @theosato)
• Write a script to automatically run the publication branching workflow

Add heimdall integration

Change endpoint to start hitting heimdall at heimdall-prod.inspcdn.net/prod for prod and heimdall-prod.inspcdn.net/staging for staging

Get Inspetor PHP lib ready for external integration
